In previous version of this doc, it was not clear which credentials were required for operating the API and which credentials why additional encryption was done. I've attempted to make this clearer by splitting the process into two steps.

When I was setting up my personal consumer and Serco, it wasn't 100% clear what each step was for, and what was actually required to call the API. I've attempted to make this clearer.
