Calculates the weighted Jaccard similarity over all clusters of pairwise partitions

In a terminal with the GNU Compiler Collection installed, just run 'make' in the current directory to compile the code with the included Makefile.
Call: ./partitionssim partitionsfile outfile [--skiplines N] [-h]
partitionmatrix: Each column corresponds to a partition and each row corresponds to a node id.
outfile: partitionID1 partitionID2 similarity
--skiplines N: Skip N lines in partitionmatrix before reading data in
-h: This help
