Review of Mission and Values after carefully reading it.

1. Is it time to adopt a/the proposed deprecation policy? Proposed deprecation policy while still in alpha napari#1823
2. Our vision for plugins is kind of out of date. Still quite useful in laying out the background, but I think the project is past 'the first steps towards adopting...'
3. plugin label on our repository link leads to no labeled issues
   Everything else is great!

Is it time to adopt a/the proposed deprecation policy?

Afaict we have adopted that proposed policy, and we should definitely update the text. Certainly it's not true that we make (intentional) breaking changes without deprecation warnings!

Only kind of 😅 Agreed this needs a complete rewrite.

Yeah it might be good to link to the zulip channel there, and to npe2 and/or napari hub
