We would like to learn about your use case. For example, if this feature is needed to adopt Narwhals in an open source project, could you please enter the link to it below?

Please describe the purpose of the new feature or describe the problem to solve.

These kwargs are needed to allow consistent conversions between DST and non-DST timezones and to support custom handling of conversion errors, would be great to have them supported. Especially for the ambiguous kwarg there isn't really a way of working around it with the current tools narwhals offers.

Suggest a solution if possible.
