Please describe the feature

As a sda admin, I want an synced event to be added to the database when a dataset is synced for better tracking and verification.
The event can be added to the table sda.dataset_event_log.

Acceptance criteria

  • Tests verifying the changes are added

We already have the event backed up couldn't that be used?
