I was advised to log this ticket using this ticket type since this is likely a configuration issue and the repository is unmaintained.
All details related to the issue have been logged in openedx/edx-proctoring#1264. Please refer to this ticket. The TL;DR is that the Javascript tests in this repository fail in the CI job due to the inability of the PhantomJS browser to start. I believe this is due to the version of Ubuntu being used by the GitHub action.
