Update description_guidelines.rst (#810)

* Update description_guidelines.rst

Several refreshes made: 
- Delete legacy sections (e.g. Subject) that are not applicable to Open edX. 
- Improved language around learning outcomes. 
- Wrote more pedagogically accurate learning outcomes.

* Apply suggestions from code review
