It's a fine starting point. I'm likely to edit it to auto-merge stuff. I'd commit this as-is and I'll mess with it.

This commit does a few inter-related things.

-It removes babel completely.I’ve tested this with an MFE, and it seems to work fine.
- In doing so, we needed to tweak how the formatjs command works to remove its dependency on babel, which it turns out it doesn’t need anyway to do its job.
- It also organizes the tsconfig.json files into 1) one in ‘config’ to be used as the base config, 2) one at the top level to be used by this library, based on #1, and 3) one in test-app also based on #1.
- It does a similar organization on .eslintrc.js files.
- It removes the .eslintrc.next.js file and copies its “enforce-description” rule into the .eslintrc.js file.  Since using this new library is a big breaking change anyway, having descriptions is just one of a few things that MFEs will need to do to adopt it.
