Accept/update Provisional OEP-15 Course-wide Custom Javascript #671

OEP-15 is currently marked as Provisional.

We believe OEP-15 was implemented by @ha-D in openedx/edx-platform#28411, and the OEP was updated by @xitij2000 in #396 to match the deployed implementation. We're not sure if things have drifted since then, though? Any thoughts? Is this documented anywhere for course-team level use?

@sarina I just had a look, and it seems that the implementation has roughly remained the same so far.

I don't see any documentation, however I can help create such documentation if needed.

@xitij2000 some documentation would be amazing! Where should that documentation go? And once it's written should we mark OEP-15 as Accepted, with links to the documentation?

@sarina I guess it would go under the "Advanced Features" section of docs for educators. Does that sound like a good place?

Yes I think that would be perfect! Probably under the last section (https://docs.openedx.org/en/latest/educators/navigation/advanced_features.html#advanced-components)
