I have some problem when transfer csv to xml. Please Help me.

I want to train faster rcnn with mxnet with openimages dataset and I need to transfer openimages to VOC firstly. But I meet many problems when I do this work with my own python script. 
So can anyone privide a program for me to transfer the openimages? Thanks a lot.
