add: github orgs from allo registry on [eth,op,arb]

Attempt at bulk upload of github organizations taken from Allo Project Registry.

Each file contains Github organization that:

• appeared in at least once in IPFS metadata submitted to Allo Project Registry on either Mainnet, Optimism, Arbitrum
• has functional Organization page on Github (gh rest API)
• is not already included in the repository, additions only

The way I see it those are in-scope for tracking (provided they are unique), as they likely tried to apply for grants.

Note:

• Submitting for PR review so that CI could help me pinpoint duplicate links.
• About 180 orgs have exactly 0 public repositories => yet some have active socials
• EDIT: Did some trimming to remove obvious duplicates

For each of the organizations I can fetch on-chain address which interacted with Allo Contracts, but that is concern for later.

Adding notes from our discussions:

There are 962 projects in Allo Project Registry on Ethereum, Optimism and Arbitrum that specified github organization during creation of a grant/project in a way that allows me to resolve the URL to existing, public organization. I can trivially match 322 of them to existing project slugs, so you did a good job there. Remaining ~600 ones I would expect some are duplicates, some are junk projects but spot-checking I can find some actual legit projects that don't seem to be tracked yet.

It contains only github orgs fyi, no repos or users (github types that is)

The names are from Github REST API
