I was contributer at 2023 but didn't get 60 points can I get them now and receive a certificate or not ?

No the program is over now and the leaderboard has been finalised. So, unfortunately you won't be getting the participation certificate. You can look forward to our next program Winter of Blockchain

@NadaMohamedElBasel well this program is over but you can try for winter of blockchain which is a similar event for blockchain contribution apart from that there are many other open source competitions you can look for like

social winter of code, google summer of code , etc
