load custom widget from code

Hi, I'm trying to figure out how to load a custom widget from code. I have a need to programmatically load a custom widget and pass content dynamically. For example, if one subscriber is subscribed to one feed, and another to two feeds, I need the ability to return a call-to-action for each feed they are subscribed.

I don't need the code for determining how many feeds, however, I need to understand how to load a global widget from code similar to rendering a widget using the below method. The below method does not meet my needs because it renders a very basic and default call to action. This is why I need the ability to load a global widget and pass variables.
