Bing in Russia has not been updated in many places for more than 10 years. Because of this, novice cartographers often add outdated information. ESRI is updated much more frequently.
Is this technically possible?
What agreement with the community will be sufficient? So far, the discussion in the community's Telegram chat has met with no objections. I can probably create a topic on the community forum.

It is (technically) completely possible to define a suitable boundary polygon for an area with an existing tile service, and define that as best, and it should just work.
