[SELC-5629] feat: Associate Product Roles by InstitutionType

• Default Role Mappings: Retained existing default Product Roles in the roleMappings section.
• Institution-Specific Role Mappings: Added a new roleMappingsByInstitutionType section to define alternative Product Roles for specific InstitutionTypes.

Motivation and Context

This pull request introduces a new configuration option to associate Product Roles based on the InstitutionType. This enhancement allows for more granular role management, enabling different roles for specific types of institutions while maintaining default roles for others.
