feat: Extend Timer and LowPower Timer support

This is a follow up of a discussion in #393.

In order provide STM Timer functionality in a more flexible way, the TimerBaseStm is made abstract and used FreeRunningTimerStm and TimerWithInterruptStm.

Additionally, add LowPower Timer support in the structural design.
