Text to SQL example with DSPy and Prem text2sql evaluator

Make a second part of the existing tutorial but this time optimizing will be happening based no text2sql evaluator using DSPy. Also Show a custom folder structure and prove that it is better than LLM based evaluation (which was shown in the previous tutorial)
