Summary
Following a chat with @e-gris I have implemented suggested changes to add a package override to the pdk project that will disable __debug_package, as this was the main culprit causing build errors for el-8-aarch64.
I have also changed the formatting of the other package overrides for better readability.
After these changes I was able to successfully build a pdk package for el-8-aarch64 locally and in Jenkins.
