incremental builds on avatargpu and moth

Describe the proposal
Since we have total control of avatargpu and moth, is it possible to make the github GPU tests run on incremental builds? That will dramatically increase the build speed in most PRs. Ideally, we can even take a step further and only run tests that are rebuilt.
