Create python files to test L1 and L2 test for hdmi cec module.

Proposed Solution

Running the L1 and L2 tests from the python scripts which will run the tests after downloading the test binaries.
Configuration shoudl provide all the tests that needs to be run
Configurations should also provide a scope to run all the tests or selective tests.

Acceptance Criteria (Optional)

All the L1 and L2 should now be able to run using the Python script.
Configuration should able to provide the test list and also it should provide a scope to run all the tests.
