Without language information, the annotation rendering cannot be accessible.

I'm refering to 1. Annotation, 1.4 Body

I think you should also be able to set the language to portions of the text inside the body

Agree. A long note with parts in other languages will require that ability. That means the value 'plain/text' must evolve to support richer text format, probably a safe subset of HTML. See discussion #16 and #21.
