add bioenergy limit for ECB scenarios

Purpose of this PR

This PR adds a limit for bionenergy at 300 EJ/a via cm_maxProdBiolc.
It is mainly set to improve convergence of REMIND standalone scenarios and should be revisited in coupled settings.
