Add leadless/leaded chip carrier packages and sync the libraries

• Added reference packages for LCC and PLCC package families. The packages were created according to the corresponding JEDEC standards.
• Copied reference packages for SMD and through-hole PLCC sockets.
• Synchronized the new packages throughout all libraries. Manual verification has been done in all cases. In a lot of cases the pad positions and sizes were slightly different, careful inspection was done to ensure that packages are actually compatible.
• Removed the corresponding LCC and PLCC packages from the legacy reference packages libraries. Also removed the packages from other libraries when the packages were unused.

The names of the new packages are listed below. The convention is: P-pitch, W-body width, L-body length, H-body height, all of these are defined in 0.01mm increments.
