Improve SOP land patterns, add 8.4mm width SOP package family, sync libraries

• Improved land patterns of SOP packages to vendor recommendations. All of NXP, Microchip and Fairchild recommend sligtly shorter pads positioned slightly further from the package than the current version.
• Added 8.4mm width wide SOP/SOIC package family. The packages have been verified with corresponding JEDEC standard.
• Fixed a number of existing errors within the libraries (incorrect package used, incorrect package footprint, etc.) by verifying with part datasheets.
• Renamed several ambiguously named non-reference packages.
• Renamed the SOP packages to follow less ambiguous convention.
• Removed a number of unused reference packages.
• Synchronized the SOP packages throughout the libraries.
