Add reference packages for several commonly used transistor packages and sync the libraries

• Added reference packages for SC59, TO-126, TO-202, TO-262, TO-243 packages. Most of the packages were copied from existing libraries in the repository. The packages were verified to actually meet JEDEC standard requirements and the vendor recommendations.
• Made the pads and landing pads smaller for TO-263. The standard and vendor drawings specify much narrower pads than were used throughout the libraries before the cleanup.
• Synchronized the libraries with the new reference packages.
