Ethers.js and Web3.js links swapped in doc-tools page

Describe the bug
The links for the web3.js and ethers.js cards were mistakenly swapped. So, web3.js leads to the ethers.js documentation while ethers.js leads to the web3.js documentation.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://dev.rootstock.io/dev-tools/
2. Click or Hover on the Ethers.js card and see it lead you to https://web3js.readthedocs.io/en/v1.10.0/
3. Click or Hover on the Web.js card and see it lead you to https://docs.ethers.org/v5/

Expected behavior
The Ethers.js card should lead to https://docs.ethers.org/v5/
The Web.js card should lead to https://web3js.readthedocs.io/en/v1.10.0/
