Custom stream links

Idea Overview
A way to add custom streaming links to show alongside the current ones we retrieve from tmdb (juststream).

Is your feature request related to a problem? Please describe.
Not all streaming sites are listed on juststream (I believe tmdb uses this service).

Describe the solution you'd like

• allow server operators to whitelist allowed domains for streaming site submission.
• allow server operators to give permission to the users they want to allow submitting links.
• anyone with permission can submit a streaming site link for any content and it will show up for others using that watcharr instance.

Think about:

• should we require defining what region this streaming link is for? Then users with different regions wont have that link shown.
