Blocked by UnicodeDecodeError when parsing tabby files provided with these datasets due to psychoinformatics-de/datalad-tabby#112

Checking with file, authors file uses ISO-8859 (others are detected as ASCII).

Update A07 metadata

This adds updated metadata for A07. Metadata for one of its subdatasets
is still missing, pending resolution of tabby character encoding issues
(subdataset is listed in content but not subdatasets).
