[Input] - Allow to change positioning of hint text

Currently hint text is placed below the Shoelace Input but it might be good to provide the ability to place it above the field.

Adrian Roselli wrote about avoiding messages under fields where he says

Avoid putting important actionable or informational text exclusively below form fields. This includes labels, hints, and error messages.

Hey @claviska, thanks for sharing that. I completely forgot about using parts. It's a good solution.

Any thoughts on making the text above as default? It's a good pattern. Adam Silver mentioned it in his form design patterns book also.
