Description

This PR converts three Java test classes— OptionalUtilTest, Uint64UtilTest, and UuidUtilTest — to Kotlin. The tests now leverage Kotlin’s concise syntax while retaining the original method names and functionality. This change improves consistency across our codebase and sets the stage for further Kotlin migration efforts.

Hi Signal team,
Do we have any plans to review and merge this change?
Are we still working on the Java to Kotlin migration?
