Allow setting number format (i.e., 1,234.00 vs 1.234,00)

Number format should be a switch that is set independent of the language setting.

I'm in Mexico, so I selected “Español” as the language. This caused the number format to change to 1.234,00 style numbers, which has caused some confusion in our group because we use 1,234.00 style numbers here.
