Abstract CLI From Functionality #343

In talking with @Aslemammad, we discussed that it would be worth abstracting out the arg parse portion of the CLI from the actual CLI functions.

This improve the ability to test as we can execute the functions directly in the tests.
This will also improve the flexibility in use cases such setting it up as a GH Action in add github action #341.
