Show failed tx's in account history #1844

Right now account history only shows tx's that succeeded. We should also show tx's that failed, while also denoting that they failed in the UI.

Acceptance Criteria:

Failed tx's are turned on in Freighter Backend
Failed tx's are turned on in custom networks
The UI properly labels tx's that failed
