fix(ci): revert usage of pull_request_target trigger

What is the new behavior?

Reverts the pull_request_target trigger to address a possible vulnerability.

• Removes pack-and-comment workflow
• Reverts changes in chore(ci): fix dirty git context for browserstack #3550 and chore(ci): run tech debt burndown on forks #3552
