QoL: Better validation for club URLs #220

Club URL inputs should prevent the input of special characters such as : or /, and confirm that the URL is not already in use.

I believe this issue has been solved already. I tried inputting special characters and it did not work.

At this time, the charter system does not verify that a URL is not in use until the database insert fails
