This PR introduces an automated Magic Modules update action. This idea has already been implemented in rulesets for AWS and Azure, and this PR is applying the automation idea to the Google ruleset.

The challenge with the Google ruleset was how to keep the Magic Modules fork up to date, but this has been solved by introducing automated fork synchronization terraform-linters/magic-modules#7
