Running as a Windows Service

If running a Windows server, Rumba will inform the SCM (Service Control Manager) when it is started and when it stops, and it will act appropriately when a "Pause" command comes from the SCM. When Rumba receives a "Pause" command from the SCM, it will reject requests with "503 Service Unavailable", until a "Continue" command is received from the SCM.
