Idea

Using this...
<<filtr tags:'foo' template:Bar##Baz>>

...with a template [[Bar]]:

!Baz
tags:tiddler:Baz##Tags
!Tags
mumble
frotz
gronk

...then the output should only consider tag foo, not mumble, frotz, gronk.
