This helps ensure data in a User struct always comes from the DB.

This moves the rewrite back to the root of the repo and removes the workspace layout we've had while the rewrite has been in progress.
The last two commits are new:
crates/ratings(the old implementation)crates/ratings/new/*to the root of the repo and renaming toratingsThe last commit also includes some changes to the Makefile, docker-compose and Dockerfile to account for the move back to the root of the repo.
