Create Standard Procedure for Object Detection Tasks

Currently, there is no standard procedure to follow when doing object detection tasks. To fix this, I will be making a document that contains basic information on what members should know going into vision tasks, resources that members can use to learn about vision, outline some important algorithms and provide resources on those algorithms, milestones to show task progress, and testing standards that must be met before code is integrated into the AUV.
