Hi there, we are experiencing this error on specific user device, on WIdevine DRM.

The error occurs on specific user device, so we are not able to reproduce issue,

There is no information about system code 17 too.

The system code is returned by the browser/CDM. As far as I know, Widevine does not document these codes publicly. Your DRM vendor may be able to help you narrow this down.
