Ability to share tale with other users #509

The Girder backend already supports this and we had an early version of sharing implemented in the first-generation UI.

A user should be able to:

Set a tale as private or public
Grant view or edit permissions to other users in the system
Revoke access to other users

Open Questions:

What about sharing with users that are not in the system (i.e., via email, not via Girder account)?
