Changes look good.
Looked up the commit hashes and they check.
Tested (all) locally and it works.
I am running it locally at the moment and bumped into some db issues - I am sure they are mine though. I am fixing them and if/when I get everything running I will update you here.

I got to run it locally and it all seems fine now.
All points to the earlier issue having to do with a lingering deploy/config/LocalSettings.php file. Loren is on it. I am going ahead and approving this review and will leave for Loren and Robert to decide whether this issue is bad enough to stop the release or we can go ahead with them.
