As discussed with @golfvert https://wmo-im.github.io/wis2-guide/guide/wis2-guide-APPROVED.html#_2_7_3_global_broker does not contain any reference of wmo_wis2_gb_connected_flag , we should add something that clearly specifies how this metric is to be measured and reported by the global-broker
