Is using --disable-rpath or --enable-relocatable considered good practice?

Some autotools-based projects offer configure options like --disable-rpath and --enable-relocatable. Their descriptions typically read:

--disable-rpath         do not hardcode runtime library paths
--enable-relocatable    install a package that can be moved in the file system

From my understanding, without --disable-rpath, shared libraries will search for their dependencies in fixed locations.

Is it advisable to configure packages with --disable-rpath and --enable-relocatable to enhance portability?
