Emails not sending in DEMO #2796

Emails are not sending for the DEMO instance of DCS. We would like them to send, so that we can confirm OwP emails will be sent accordingly. We need to investigate why email are not being sent in this instance.

As of 05/28/24, emails appear to be sending. Moving to On Hold for now.
