MGMT access options for Kissinger approvers #3000

Kissinger approvers need access to the Managment app, but they are currently blocked.

Their research affiliate sponsored identity VPN access includes a split-tunnel that's limited to a handful of IPs.
VPN exception for libraryvpn access was requested, but might not be approved due to e-resource access concerns.

What are temporary solution options that could be implemented?
