Encoding of Styles_Traffic_signs_PAC.zip wrong #11

The file is wrongly encoded for the Chinese entries. I'd suggest to stick to ASCII for the Zip format which has no proper encoding specification.

I have recoded the file with 7zip, and tested with JOSM 13367. It works.
