Load balancing read-only queries between all nodes

How do I enable load balancing for read-only queries between all cluster nodes?

Do I have to set both enable_master_load_balancer and enable_replica_load_balancer to true?

I've read the documentation and it isn't very clear to me from the load balancing section.
