Replication file doesn't contain all changesets

The replication file 407 from 2016-09-09 19:46 (http://planet.osm.org/replication/changesets/002/011/407.osm.gz) doesn't contain all
changesets. It doesn't provide information for the following changeset Ids 42045336-42045354 and 42045356-42045358. But it has all other changesets of the minute.

Also replication files 408, 409 or 410 don't contain the mentioned changeset Ids.
Quite strange, any ideas?
